  3. please read the NEWS file to find out what is new in this
  4. version of ircii, and the INSTALL file to find out how to
  5. compile and install this version of ircii.

  7. this is a proper release of ircii.  it has bugs (ircii always
  8. has bugs).  feel free to send me context diffs to fix them,
  9. or at least a sequence of actions to show the bug.
  10.  
  11. the INSTALL file also has some additional notes on portability
  12. issues.
